Consumer protection refers to the laws designed to aid retail consumers of goods and services that have been improperly manufactured, delivered, performed, handled, or described. Such laws provide the retail consumer with additional protections and remedies not generally provided to merchants and others who engage in business transactions, on the premise that the consumers do not enjoy a sufficient bargaining position with respect to the businessmen with whom they deal and therefore should not be strictly limited by the legal rules that govern recovery for damages among businessmen. The overarching goal is to protect individuals and the interest of the public in general from unfair and misleading activity in business and commerce (such as false advertising and deceptive trade practices) and scams perpetrated by criminals (such as identity theft and pyramid schemes) that harm a substantial number of consumers.

It became a part of Mexico in 1821, following its independence from Spain. In 1848, at the end of the Mexican-American War, Los Angeles and the rest of California were purchased as part of the Treaty of Guadalupe Hidalgo, thereby becoming part of the United States; Mexico retained the territory of Baja California. Los Angeles was incorporated as a municipality on April 4, 1850, five months before California achieved statehood. Often known by its initials, L.A. , and nicknamed The City of Angels, Los Angeles is a world center of business, international trade, entertainment, culture, media, fashion, science, technology, and education. It is home to renowned institutions covering a broad range of professional and cultural fields, and is one of the most substantial economic engines within the United States. In 2008, Los Angeles was named the world's eighth most economically powerful city by Forbes. com, ahead of Shanghai and Toronto but behind New York City and Chicago. As the home base of Hollywood, it is known as the "Entertainment Capital of the World", leading the world in the creation of motion pictures, television production, video games, and recorded music. The importance of the entertainment business to the city has led many celebrities to call Los Angeles and its surrounding suburbs home.
