In a criminal case, the state, through a prosecutor, initiates the suit, while in a civil case the victim brings the suit. Persons convicted of a crime may be incarcerated, fined, or both. Criminal defense attorneys represent clients who have been accused of committing a crime, and defend their rights at each stage of a misdemeanor or felony case -- from an arrest to an appeal after conviction. Greensburg is a city in central Kiowa County, located in Southwest Kansas, in the Central United States. The population was 1,574 at the 2000 census. It is the county seat and most populous city of Kiowa County. Greensburg is also home to the world's largest hand-dug well. On May 4, 2007, Greensburg was devastated by an EF5 tornado that traveled rapidly through the area, leveling at least 95 percent of the city and killing eleven people.
