In a criminal case, the state, through a prosecutor, initiates the suit, while in a civil case the victim brings the suit. Persons convicted of a crime may be incarcerated, fined, or both. Cosmos is a city in Meeker County, Minnesota, United States, along the South Fork of the Crow River. The population was 582 at the 2000 census. Minnesota State Highways 4 and 7 are two of the main arterial routes in the community. On the third weekend in July, the city holds the Cosmos Space Festival. See link below.
