In a criminal case, the state, through a prosecutor, initiates the suit, while in a civil case the victim brings the suit. Persons convicted of a crime may be incarcerated, fined, or both. Criminal defense attorneys represent clients who have been accused of committing a crime, and defend their rights at each stage of a misdemeanor or felony case -- from an arrest to an appeal after conviction. Winona is a city in and the county seat of Winona County, in the U.S. State of Minnesota. Located in picturesque bluff country on the Mississippi River, its most noticeable physical landmark is Sugar Loaf. The city is named after Princess We-Noh-Nah, daughter of Chief Wapasha (Wabasha) III. The population was 27,069 at the 2000 census. Its annual celebration, Steamboat Days, is held in the summer.
