In a criminal case, the state, through a prosecutor, initiates the suit, while in a civil case the victim brings the suit. Persons convicted of a crime may be incarcerated, fined, or both. Criminal defense attorneys represent clients who have been accused of committing a crime, and defend their rights at each stage of a misdemeanor or felony case -- from an arrest to an appeal after conviction. Harlowton is a city in and the county seat of Wheatland County, Montana, United States. The population was 1,062 at the 2000 census. The city was once the eastern terminus of electric operations (1914–74) of the Milwaukee Road railroad's "Pacific Extension" route, which went all the way to Avery, Idaho. Here, steam or diesel locomotives were changed or hooked up to electric locomotives. Harlowton was founded in 1900 as a station stop on the Montana Railroad, a predecessor to the Milwaukee, and was named for Richard A. Harlow, the Montana Railroad's president.
