In a criminal case, the state, through a prosecutor, initiates the suit, while in a civil case the victim brings the suit. Persons convicted of a crime may be incarcerated, fined, or both. Pomona is a village partly in the Town of Ramapo and partly in the Town of Haverstraw in Rockland County, New York, United States, located north of New Hempstead; east of Harriman State Park. north of Monsey and west of Mount Ivy. The population was 2,726 at the 2000 census. A large portion of the Town of Haverstraw particularly in Mt. Ivy use a Pomona, New York mailing address, however these area's are not included in the governing Village of Pomona. The Village of Pomona was incorporated February 3, 1967 within the towns of Ramapo and Haverstraw. The current mayor is Nick Sanderson of the Village Community Party. Sanderson unseated incumbent and longtime mayor Herb Marshall in March 2007. In 1997 Bruce Sokol, a real estate appraiser, said that houses in the Haverstraw section of Pomona were cheaper than houses in the Ramapo section because the Haverstraw homes were taxed at lower rates.
