In a criminal case, the state, through a prosecutor, initiates the suit, while in a civil case the victim brings the suit. Persons convicted of a crime may be incarcerated, fined, or both. Criminal defense attorneys represent clients who have been accused of committing a crime, and defend their rights at each stage of a misdemeanor or felony case -- from an arrest to an appeal after conviction. Wheatland is a borough in Mercer County, Pennsylvania, along the Shenango River. The population was 748 at the 2000 census. It is part of the Youngstown–Warren–Boardman, OH-PA Metropolitan Statistical Area. Wheatland suffered extensive damage on May 31, 1985, when a severe tornado struck the area. The tornado killed 18 (seven of whom were Wheatland residents), injured over 300, and was easily the most powerful and damaging in Pennsylvania's history.
