In a criminal case, the state, through a prosecutor, initiates the suit, while in a civil case the victim brings the suit. Persons convicted of a crime may be incarcerated, fined, or both. Criminal defense attorneys represent clients who have been accused of committing a crime, and defend their rights at each stage of a misdemeanor or felony case -- from an arrest to an appeal after conviction. Rugby is an unincorporated community in Morgan and Scott counties in the U.S. state of Tennessee. Founded in 1880 by English author Thomas Hughes, Rugby was built as an experimental utopian colony. While Hughes' experiment largely failed, a small community lingered at Rugby throughout the 20th century. In the 1960s, the residents of Rugby began restoring the original design and layout of the community, preserving surviving structures and reconstructing others. Rugby's architecture and picturesque setting have made it a popular tourist attraction. In 1972, Rugby's historic area was listed on the National Register of Historic Places as a historic district.
