In a criminal case, the state, through a prosecutor, initiates the suit, while in a civil case the victim brings the suit. Persons convicted of a crime may be incarcerated, fined, or both. This award recognizes environmental improvement and encourages a higher level of tree care and tree preservation within the community. A 2007 Forbes study named Frisco as the seventh-fastest growing suburb in the United States .
