Foreclosure is the cutting off or termination of a right to property to compel payment of a mortgage or other debt secured by a lien. As to real property, like a house or land, foreclosure is started because of non-payment of the debt and leads to the selling of the property to which the mortgage or lien is attached in order to satisfy that debt. Susanville (formerly, Rooptown) is a city in and the county seat of Lassen County, California, United States. Susanville is located on the Susan River in the south-central part of the county, at an elevation of 4186 feet (1276 m). The population was 13,541 at the 2000 census. Susanville, a former logging and mining town, is the site of the High Desert State Prison, California (not to be confused with High Desert State Prison, Nevada) and California Correctional Center. High Desert State Prison, a high-security facility, opened in 1995; the California Correctional Center, a minimum-medium security facility, opened in 1963.
