Windsor Locks is a town located in Hartford County, Connecticut, United States. The population was 12,043 at the 2000 census. Situated on the Connecticut River, the town is named after a set of canal locks. These were opened in 1829 and formed part of the Enfield Falls Canal that circumvented nearby shallows on the river.
