Waukegan is a city and county seat of Lake County, Illinois. As of the 2000 census, the city had a total population of 87,901. A 2003 census estimated the city population to be 91,452. It is the ninth-largest city in Illinois by population. It is the fifth-largest city on the western shore of Lake Michigan, after Chicago, Milwaukee, Green Bay, and Kenosha.
