Happy Jack is an unincorporated town and camping ground located in the Mogollon Rim Region of Coconino County, Arizona, United States. It is at an elevation of approximately 7300 ft. It is used as a summer getaway from the intense heat of Phoenix. Summer highs are usually between 70 and 80.

Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities. Generally, the local and state agencies are called Public Service Commissions (PSC) or Public Utility Commissions (PUC). Municipal Utilities and Rural Electric Cooperatives may be unregulated though.
