Coal City is located in Jefferson Township, Owen County, Indiana, United States. It is a small town with only a grocery/restaurant, post office, and a bank. There is a festival every year in August and 'The Old Grouch' of the town is announced after donations are collected throughout the county. They also use the old train depot building (Donated by Irving Ray Mullins) during the festival as a way of showcasing local talent such as photography, quilting, or baking. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities.
