Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities. Generally, the local and state agencies are called Public Service Commissions (PSC) or Public Utility Commissions (PUC). Municipal Utilities and Rural Electric Cooperatives may be unregulated though.
Little Falls is a city in Herkimer County, New York, USA. The population was 5,188 at the 2000 census. The name is derived from a small cataract near the city. The City of Little Falls is located at the southeastern corner of the Town of Little Falls and is east of Utica. Little Falls has a picturesque location on the slope of a narrow and rocky defile, flowing through which the river falls 45 feet (13 m) in less than a mile (1.6 km), forming a number of cascades.
