Jasper is a city in Jasper County, Texas, United States, on U.S. highways 96 and 190, State Highway 63, and Sandy Creek in north central Jasper County. The population was 8,247 at the 2000 census (2006 estimate-7,465). It is the county seat of Jasper County and is situated in East Texas, specifically the Deep East Texas subregion. Jasper is about 110 miles (180 km) northeast of Houston.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities.
