If the position of sealer cannot be filled by the board of supervisors or other appointing power or by the director as provided in Section 12201, then it shall be the duty of the director to perform the duties of sealer in the same manner, to the same extent, and with the same authority as if he had been the duly appointed sealer therein. The board of supervisors of such county shall reimburse the department for all expenses incurred by the director in fulfilling his responsibilities under the provisions of this section.
