The director shall establish, by regulation, such good manufacturing practices as he determines are reasonably necessary to carry out the purposes of this chapter. The good manufacturing practices regulations for additives, including medicated feed premixes and medicated feeds shall be based upon those established pursuant to the federal food and drug laws and regulations, unless the director determines that such laws and regulations are not appropriate to the conditions which exist in this state. The regulations adopted pursuant to this section shall assure that drug usage under this chapter shall not conflict with the provisions of Chapter 4 (commencing with Section 14201) of this division.
