The board or a designated appointing power may issue certificates of competence to candidates who are successful in certain phases of examinations involving a particular knowledge, ability or skill. For the period named in such a certificate, the board or a designated appointing power may accept it as evidence of the candidate’s competence in lieu of participation in that phase of an examination.
