(a) In addition to the areas listed in subparagraph (D) of paragraph (11) of subdivision (j) of Section 4584, the Forest Fire Prevention Pilot Project Exemption may be authorized for activities conducted in the County of Del Norte, Humboldt, Mendocino, or Sonoma, or in any combination of these areas or the areas listed in subparagraph (D) of paragraph (11) of subdivision (j) of Section 4584, if all other conditions for a Forest Fire Prevention Pilot Project Exemption are met.
(b) The board may adopt emergency regulations in accordance with Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code for the purposes of implementing this section.
