(a) The department may conduct an annual, random audit of applications submitted and processed pursuant to Section 22511.55 or subdivision (b) or (c) of Section 22511.59 to verify the authenticity of the certificates and information submitted in support of those applications.
(b) The audit provisions of subdivision (a) only apply to those applications that were initially submitted to the department after January 1, 2001.
