The demonstration project provided for pursuant to this chapter shall meet all of the following requirements:(a) The demonstration project shall operate for not more than a period of three years.
(b) A maximum of 2,000 assistance units shall participate in the demonstration project.
(c) Notwithstanding Section 11274, the county may make direct rental payments under this chapter without the need for a finding that a recipient has mismanaged funds. In addition, direct rental payments may, notwithstanding Section 11274, be made for a period in excess of 12 months.
(a) The department shall implement and maintain nonbiometric identity verification methods in the CalWORKs program. The methods approved by the department as of July 1, 2018, satisfy this requirement.
(b) Notwithstanding subdivision (a), commencing July 1, 2021, for purposes of identity verification, a CalWORKs applicant or recipient may provide proof of identity via videoconferencing or any other electronic means that allows for a visual interaction between the applicant or recipient and county eligibility staff. Verification conducted in this manner shall satisfy any inperson identification requirement.
