A person may not alter or change in any manner, or loan or transfer to another, unless otherwise provided, any license or permit issued pursuant to the provisions of this chapter, nor may any other person, other than the person to whom it is issued, use the same.
A person may not loan or transfer to another person, unless otherwise provided by commission rule or order, any license or permit issued pursuant to this chapter, and a person, other than the person to whom the license or permit is issued, may not use a borrowed or transferred license or permit. A person who violates this section commits a Level Two violation under s. 379.401.
