Iowa Code § 123.18
Appropriations. Department appropriations for purposes of this chapter shall be paid by the treasurer of state upon the orders of the director, in such amounts and at such times as the director deems necessary to carry on operations in accordance with the terms of this chapter

A person responsible for the administration or enforcement of this chapter shall not accept or solicit donations, gratuities, political advertising, gifts, or other favors, directly or indirectly, from any liquor control licensee, wine permittee, or beer permittee.
