Iowa Code § 125.7

The council shall:
1. Make recommendations to the department regarding the comprehensive substance use disorder program, developed by the department pursuant to sections 125.1 through 125.3, this section, and sections 125.9, 125.10, 125.12 through 125.21, 125.25, 125.32 through 125.34, and 125.37 through 125.43.
2. Advise the department on policies governing the performance of the department in the discharge of any duties imposed on the department by law.
3. Advise or make recommendations to the governor and the general assembly relative to substance use disorder treatment, intervention, education, and prevention programs in this state.
4. Investigate the work of the department relating to substance use disorder, and for this purpose the council shall have access at any time to all books, papers, documents, and records of the department.
