1. The director of the department of homeland security and emergency management shall appoint a 911 program manager to administer this chapter.

The 911 program manager shall act under the supervisory control of the director of the department of homeland security and emergency management, and in consultation with the 911 communications council, and shall perform the duties specifically set forth in this chapter and as assigned by the director.
