The jurisdiction and powers of the board shall extend as hereinbefore provided to the utility business of public utilities operating within this state to the full extent permitted by the Constitution and laws of the United States.
The jurisdiction and powers of the commission shall extend as provided in this chapter to the utility business of public utilities operating within this state to the full extent permitted by the Constitution and laws of the United States.
