The department shall administer the institutions listed in section 904.102. The department shall be responsible to the extent provided for by law for all of the following:

1. Accreditation and funding of community-based corrections programs including but not limited to pretrial release, probation, residential facilities, presentence investigation, parole, and work release.
1. Iowa state industries.
2. Jail inspections.
3. Other duties provided for by law.
4. Policies for the operation and conduct of the department and the implementation of all department programs.
5. Adoption of rules in accordance with chapter 17A as necessary to transact its business and for the administration and exercise of its powers and duties.
6. The approval of the locations for all state institutions which are penal, reformatory, or corrective.
