The Department of Human Services may establish, with financing to be provided through the issuance of bonds by the Illinois Finance Authority pursuant to the Illinois Finance Authority Act, a low-interest loan program to help child care centers and family day care homes accomplish the following: (a) establish a child care program; (b) meet federal, State and local child care standards as well as any applicable health and safety standards; or (c) build facilities or renovate or expand existing facilities. Such loans shall be available only to child care centers and family day care homes serving children of low income families.
