Sec. 40. The provisions of IC 5-1 and IC 6-1.1-20 relating to the following apply to proceedings under this chapter:

(1) The filing of a petition requesting the issuance of bonds and giving notice of the petition.

(5) The right of:

(6) The sale of bonds at: (A) a public sale for not less than the par value; or (B) alternatively, a negotiated sale after June 30, 2018, and before July 1, 2021, in the case of a city described in section 1(1) of this chapter.
