Sec. 14. The board may delegate any of the board's duties to the state veterinarian, except the following:

(1) The duty to supervise the state veterinarian.

(2) The duty to hold hearings under this article and IC 4-21.5.

(3) The duty to adopt rules.
(3) The duty to adopt rules under IC 4-22-2. However, the board may delegate the duty to adopt provisional rules under IC 4-22-2-37.1 or interim rules under IC 4-22-2-37.2.
