Sec. 1. A person may not operate:
(1) a commercial dog breeder operation;
(2) as a commercial dog broker;
(3) a retail pet store;
(4) an animal care facility; or
(5) an animal rescue operation;
without being registered with the board in accordance with IC 15-21-3.
