Sec. 39. "Unique identifier" means a number or other identifier that:

(1) permanently identifies a: (A) loan broker; (B) principal manager; (C) mortgage loan originator; or (D) branch office; and
(1) permanently identifies a: (A) loan broker; (B) mortgage loan originator; or (C) branch office; and
(2) is assigned by protocols established by the Nationwide Mortgage Licensing System and the federal financial institutions regulatory agencies (as defined in 12 U.S.C. 3350(6)) to facilitate the:
(A) electronic tracking of; and
(B) uniform identification of, and public access to:
(i) the employment history of; and
(ii) any publicly adjudicated disciplinary and enforcement actions against;
a person described in subdivision (1).
(2) is assigned by protocols established by the Nationwide Mortgage Licensing System and the federal financial institutions regulatory agencies (as defined in 12 U.S.C. 3350(6)) to facilitate the:
(A) electronic tracking of; and
(B) uniform identification of, and public access to:
(i) the employment history of; and
(ii) any publicly adjudicated disciplinary and enforcement actions against;
a person described in subdivision (1).
