Sec. 4.6. The commissioner shall adopt:

(1) before July 1, 2022, emergency rules under IC 4-22-2-37.1; and

(2) rules under IC 4-22-2;

to implement section 4.5 of this chapter.

Sec. 4.6. The commissioner shall adopt rules under IC 4-22-2 to implement section 4.5 of this chapter.
