Sec. 18. (a) The clerk of the circuit court shall forward records of marriage to the state department of health on at least a monthly basis. A clerk:

(1) may forward a record of marriage to the state department of health in: (A) a paper form; or (B) an electronic form by using: (i) an automated system developed by the office of judicial administration; or (ii) another automated system approved by the state department of health; and
