(1) A city having a population of more than eight thousand seven hundred (8,700) but less than nine thousand (9,000).
(1) A city having a population of more than nine thousand eight hundred fifty (9,850) and less than nine thousand nine hundred (9,900).
(2) A county having a population of more than one hundred seventy thousand (170,000) but less than one hundred seventy-five thousand (175,000).
(2) A county having a population of more than one hundred eighty-five thousand (185,000) and less than two hundred thousand (200,000).
