"Qualifying county" defined

Sec. 3. As used in this chapter, "qualifying county" means a county having a population of more than four hundred thousand (400,000) but less than seven hundred thousand (700,000).
Sec. 3. As used in this chapter, "qualifying county" means a county having a population of more than four hundred fifty thousand (450,000) and less than seven hundred thousand (700,000).
