Sec. 1. Application. The commission may issue a liquor retailer's permit to a person who desires to sell liquor to customers for consumption on the licensed premises.
Sec. 1. The commission may issue a liquor retailer's permit to a person who:
(1) is not disqualified under the special disqualifications set forth in IC 7.1-3-4-2; and
(2) desires to sell liquor to customers for consumption on the licensed premises.
