Sec. 20. A person who fails to submit an accident report to the department as provided in section 3 of this chapter commits a Class C infraction.
Sec. 20. A person who fails to submit an accident report to the department or to a damaged or injured party or a damaged or injured party's representative as provided in section 3 of this chapter commits a Class C infraction.
