(a) Except as provided in subsection (b) of this section, at least 3 months before submitting a legislative proposal to the county delegation for introduction as a bill in a session of the General Assembly, the Board shall: (1) post a notice of the proposal on the Board’s Web site; (2) send a notice of the proposal by e–mail to each license holder; and (3) hold a public hearing on the proposal.
