(a) By proceeding under this subtitle, a petitioner is not limited to or precluded from pursuing any other legal remedy.

(b) This subtitle does not apply to: (1) A petitioner who is a person eligible for relief, as defined in § 4–501 of the Family Law Article; or (2) A respondent who is a child at the time of the alleged commission of an act specified in § 3–1503(a) of this subtitle.
