(a) On or before October 1 each year, the Institute shall report to the Governor, the Administration, and, in accordance with § 2–1246 of the State Government Article, the General Assembly.

(b) The report shall include a complete operating and financial statement covering the Institute’s operations and a summary of the Institute’s activities during the preceding fiscal year.
(b) The report shall include: (1) a complete operating and financial statement covering the Institute’s operations; (2) a summary of the Institute’s activities during the preceding fiscal year; and (3) a summary of: (i) the annual increase in the number of clean energy innovation businesses in the State; (ii) federal funding awarded for clean energy innovation and commercialization in the State; and (iii) private sector investment in clean energy innovation and commercialization in the State.
