(a) The Authority may not charge a premium for insurance if the Authority determines that, at the time the insurance is approved, the facility or business for which the Authority provides insurance is located in a qualified distressed county.

(b) A determination by the Authority under subsection (a) of this section for a facility or business is effective for as long as the financial assistance is in effect.
