The Governor annually shall include at least $2,000,000 in the State budget for the Commission to award scholarships under this subtitle.
The Governor annually shall include in the annual budget bill an appropriation of at least the following amounts for the Commission to award scholarships under this subtitle:
(1) For fiscal year 2022, $4,000,000;
(2) For fiscal year 2023, $8,000,000;
(3) For fiscal year 2024, $12,000,000; and
(4) For fiscal year 2025 and each fiscal year thereafter, $18,000,000.
