(a) In this subtitle the following words have the meanings indicated.

(d) “Federal acts” means:
(1) The Smith–Hughes Act;
(2) The George–Barden Act;
(3) The Carl D. Perkins Career and Technical Education Act;
(4) The Vocational Education Act of 1963;
(5) Any other career and technology education act of the United States Congress; and
(6) Any amendments to any of these acts.
(d) “Federal acts” means:
