(a) An Advisory Board shall govern a pilot.

(2) Of the Advisory Board members: (i) One shall be appointed by the Department; (ii) One shall be appointed by the Department of Labor, Licensing, and Regulation; and (iii) The remaining members shall be selected in accordance with the bylaws of the pilot.
