(a) The second congressional district consists of the following parts of Anne Arundel County:
(1) election district 1, precincts 1 through 22, 24, and 25;
(2) election district 2, precincts 1, 3 through 10, 12, 16, and 22 through 24;
(3) election district 3, precincts 1 through 4, 7, and 9 through 24;
(4) election district 5, precincts 9, 10, 31, and 34;
(5) that part of election district 1, precinct 23 that consists of the following:
(i) census tract 7401.06, blocks 2008 through 2010 and 2016 through 2033;
(ii) census tract 7404.00, blocks 1000 through 1004; and
(iii) census tract 7406.01, blocks 1000 through 1003, 1014, 2000 through 2015, 2037, and 2038;
(6) that part of election district 1, precinct 26 that consists of the following:
(i) census tract 7401.05, blocks 1000 through 1003, 2000 through 2010, 3000, and 3001;
(ii) census tract 7403.05, blocks 2000 through 2004; and
(iii) census tract 7406.03, block 2000;
(7) that part of election district 2, precinct 11 that consists of census tract 7304.04, blocks 1000 through 1016 and 1022 through 1026;
(8) that part of election district 2, precinct 21 that consists of the following:
(i) census tract 7306.01, block 3006;
(ii) census tract 7402.03, blocks 2000, 2001, 2007 through 2012, 3000 through 3010, 3012, and 3013; and
(iii) census tract 7410.00, blocks 2000 through 2013, 2020, and 2021;
(9) that part of election district 3, precinct 5 that consists of the following:
(i) census tract 7306.03, block 1000;
(ii) census tract 7312.09, blocks 1001 through 1007, 1010 through 1018, 2000, 2006, 2007, 2010, 2013 through 2018, 2025, 2026, and 2030; and
(iii) census tract 7312.10, blocks 2003 through 2006, 2018, and 2019;
(10) that part of election district 3, precinct 6 that consists of the following:
(i) census tract 7301.01, blocks 1000 through 1023;
(ii) census tract 7301.02, blocks 1004 through 1012, 1016 through 1024, 1027 through 1031, 1038 through 1040, 1042, 1048, 1051, and 3000 through 3043; and
(iii) census tract 7313.13, blocks 2001, 2002, and 2010;
(11) that part of election district 3, precinct 8 that consists of the following:
(i) census tract 7302.04, blocks 1004 and 1005; and
(ii) census tract 7302.06, blocks 1000, 1001, 1012, and 1013;
(12) that part of election district 4, precinct 2 that consists of the following:
(i) census tract 7403.03, block 2029; and
(ii) census tract 7403.04, blocks 1000 through 1003;
(13) that part of election district 4, precinct 4 that consists of census tract 7408.00, blocks 1003, 1004, 1007, 1008, 1011, 1013, 1014, 1021, 1022, 1024, and 1027;
(14) that part of election district 4, precinct 7 that consists of the following:
(i) census tract 7403.05, block 1000;
(ii) census tract 7406.01, blocks 1004 through 1013 and 2016 through 2036;
(iii) census tract 7406.02, blocks 1000 through 1016, 2000 through 2011, and 3000 through 3005; and

(15) that part of election district 4, precinct 13 that consists of the following:
(i) census tract 7408.00, blocks 1000 through 1002, 1009, 1010, 1012, and 1026; and
(ii) census tract 7410.00, blocks 1000 through 1007, 1009, 1010, and 2014 through 2019;
(16) that part of election district 4, precinct 26 that consists of census tract 7403.03, block 2027; and
(17) that part of election district 5, precinct 14 that consists of census tract 7312.01, blocks 1006, 1007, 1010, 1011, 1014, 1022, and 2000.
(a) The second congressional district consists of the following parts of Baltimore City:
(1) ward 13, precincts 1, 2, and 4;
(2) ward 27, precincts 40, 41, 42, 43, 44, 45, 47, and 49;
(3) that part of ward 13, precinct 3 that consists of the following:
(i) census tract 1306.00, blocks 4002 and 4003;
(ii) census tract 1307.00, blocks 4003, 4004, and 4006 through 4009;
(iii) census tract 1308.04, blocks 1002 through 1010, 2000 through 2006, 2013, and 2016; and
(iv) census tract 1308.06, block 1011;
(4) that part of ward 13, precinct 5 that consists of census tract 1308.06, block 1012;
(5) that part of ward 13, precinct 12 that consists of the following:
(i) census tract 1306.00, blocks 4000 and 4001; and
(ii) census tract 1307.00, blocks 2002, 2006 through 2010, 3000, 3002, 3003, 3005 through 3007, 4005, and 6003 through 6007;
(6) that part of ward 13, precinct 13 that consists of census tract 1307.00, blocks 3001 and 3004;
(7) that part of ward 27, precinct 38 that consists of census tract 2711.01, blocks 2000, 2001, 2003 through 2005, 3014, and 3015;
(8) that part of ward 27, precinct 39 that consists of census tract 2712.00, blocks 3000 through 3008, 3012, and 3013; and
(9) that part of ward 27, precinct 46 that consists of the following:
(i) census tract 2711.02, block 1013; and
(ii) census tract 2714.00, blocks 3000 through 3017.
(b) The district also includes the following parts of Baltimore City: (1) wards 1, 2, 24, and 26; (2) ward 3, precinct 3; (3) ward 7, precinct 4; (4) ward 8, precincts 1, 2, 8, and 9; (5) ward 21, precinct 3; (6) ward 23, precincts 1 and 3; (7) ward 25, precincts 4 through 16; (8) ward 27, precincts 1 through 4 and 6 through 9; (9) that part of ward 3, precinct 1 that consists of census tract 301.00, block 1024; (10) that part of ward 6, precinct 1 that consists of the following: (i) census tract 601.00, blocks 1000 through 1007 and 4000 through 4006; and (ii) census tract 602.00, blocks 3000, 3001, 3004, 3005, and 4000 through 4007; (11) that part of ward 6, precinct 5 that consists of the following: (i) census tract 601.00, blocks 2000 through 2007 and 3000 through 3005; (ii) census tract 602.00, blocks 1000 through 1005, 2006 through 2009, and 4008 through 4013; and (iii) census tract 603.00, blocks 2000 and 2012 through 2014; (12) that part of ward 7, precinct 3 that consists of census tract 702.00, blocks 1004 through 1006, 2001 through 2006, 3000, 3007, 4002, 4006, 4007, 4015, and 4016; (13) that part of ward 8, precinct 11 that consists of census tract 802.00, block 2000; (14) that part of ward 21, precinct 4 that consists of the following: (i) census tract 2101.00, blocks 1004 through 1028, 1030 through 1038, and 1043; (ii) census tract 2102.00, blocks 1027 and 1030 through 1035; and (iii) census tract 2503.01, blocks 1003, 1007, 1008, 1035, and 2000 through 2002; (15) that part of ward 23, precinct 2 that consists of the following: (i) census tract 2101.00, block 1040; (ii) census tract 2301.00, blocks 1001 through 1013, 1018 through 1020, 1023, 2001 through 2008, and 2014 through 2019; and (iii) census tract 2303.00, block 1003; (16) that part of ward 25, precinct 3 that consists of the following: (i) census tract 2501.03, blocks 1005 through 1017, 2000 through 2027, 3000 through 3007, and 3009 through 3011; and (ii) census tract 2502.06, blocks 1010 through 1013, 3000 through 3004, 3014, and 3015; (17) that part of ward 27, precinct 5 that consists of the following: (i) census tract 2703.02, blocks 1000 through 1003 and 1009; and (ii) census tract 2704.02, blocks 1004 through 1007, 1011, 2000 through 2015, 3000, 3001, 3003 through 3009, and 4000 through 4015; (18) that part of ward 27, precinct 10 that consists of census tract 2705.01, blocks 1017 through 1019; (19) that part of ward 27, precinct 11 that consists of census tract 2705.01, blocks 3001, 3002, 3008 through 3014, and 4007 through 4012; and (20) that part of ward 27, precinct 14 that consists of census tract 2705.02, block 4003.
(b) The district also includes the following parts of Baltimore County: (1) election districts 4 through 6, 8, and 9; (2) election district 1, precincts 3, 4, 11 through 13, and 17; (3) election district 2, precincts 11 through 22, 24 through 27, 29, and 30; (4) election district 3, precincts 2 and 5 through 14; (5) election district 10, precincts 2 and 7; (6) election district 11, precincts 7 through 13, 15 through 19, 21, 25, and 27; (7) election district 14, precincts 1 through 7, 9, 10, and 12 through 14; (8) election district 15, precincts 3 through 5, 7 through 19, 23, 24, and 26; (9) that part of election district 1, precinct 2 that consists of the following: (i) census tract 4015.06, blocks 1000, 1001, and 1003; and (ii) census tract 4015.07, blocks 1003 through 1011, 1013 through 1016, 2000 through 2006, and 2008 through 2012; (10) that part of election district 1, precinct 9 that consists of census tract 4009.00, blocks 1000 through 1005, 1007, 1013, 1015, 1019, 1021, and 1022; (11) that part of election district 1, precinct 10 that consists of the following: (i) census tract 4009.00, blocks 1006, 1008 through 1012, 1014, 1016 through 1018, 1020, and 1023 through 1025; (ii) census tract 4010.00, blocks 1003 through 1005, 1010, 1015, and 2000 through 2010; and (iii) census tract 4014.00, blocks 1000 through 1003 and 1008 through 1016; (12) that part of election district 1, precinct 14 that consists of the following: (i) census tract 4004.00, blocks 4006 through 4009 and 5000 through 5006; and (ii) census tract 4005.00, block 1022; (13) that part of election district 2, precinct 3 that consists of census tract 4024.07, blocks 1004, 1007, 1008, 1010, and 1013 through 1015; (14) that part of election district 2, precinct 8 that consists of census tract 4026.04, blocks 1000 through 1007, 1011 through 1023, 2000, 2001, 2014 through 2019, and 2024; (15) that part of election district 7, precinct 1 that consists of census tract 4070.02, blocks 2052 and 2058; (16) that part of election district 7, precinct 3 that consists of the following: (i) census tract 4070.01, blocks 1000 through 1021 and 2007 through 2026; and (ii) census tract 4070.02, blocks 2056, 2059 through 2065, 2068, and 2069; (17) that part of election district 11, precinct 4 that consists of census tract 4113.02, blocks 1036, 1037, 1048, and 2027; (18) that part of election district 11, precinct 6 that consists of census tract 4114.06, block 2012; (19) that part of election district 11, precinct 14 that consists of census tract 4113.03, block 4000; (20) that part of election district 14, precinct 8 that consists of the following: (i) census tract 4404.00, blocks 2015 through 2017 and 3008 through 3017; (ii) census tract 4405.00, blocks 1015 and 1023 through 1027; and (iii) census tract 4410.00, blocks 1000 through 1017, 1019 through 1022, 2000, 2008, and 2014; (21) that part of election district 14, precinct 11 that consists of the following: (i) census tract 4411.01, blocks 1010 through 1012; and (ii) census tract 4411.02, blocks 1009, 2006, 2007, 2010 through 2012, and 3000 through 3007; (22) that part of election district 15, precinct 1 that consists of census tract 4523.00, block 2000; and (23) that part of election district 15, precinct 2 that consists of the following: (i) census tract 4501.00, blocks 1000 through 1021, 2000, 2001, 2009 through 2012, 2022 through 2027, and 3000 through 3052; and (ii) census tract 4512.00, blocks 1003, 1022 through 1025, 1027 through 1031, and 2033.
(c) The district also includes the following parts of Baltimore County:
(1) election districts 12 and 14;
(2) election district 8, precincts 4 through 7 and 11 through 13;
(3) election district 9, precincts 8, 9, and 18 through 28;
(4) election district 10, precinct 2;
(5) election district 11, precincts 8 through 11, 13, 15, 16, 18, 19, 21, 23, 25, and 27;
(6) election district 13, precincts 2 through 9;
(7) election district 15, precincts 1 through 5 and 10 through 24;
(8) that part of election district 9, precinct 17 that consists of the following:
(i) census tract 4915.00, blocks 1000 through 1011 and 3000; and
(ii) census tract 4916.00, blocks 3008, 3009, 3016, and 3017; and
(9) that part of election district 13, precinct 1 that consists of census tract 4309.00, blocks 1000 through 1017, 1020 through 1036, 2000 through 2002, 2004, 2005, 2007, 3000 through 3013, and 3019 through 3022.
(c) The district also includes the following parts of Carroll County:
(1) election districts 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, and 12; and
(2) that part of election district 14, precinct 1 that consists of census tract 5141.00, blocks 1000 through 1009, 1013, and 2000 through 2022.
