(a) The Council consists of the following members: (1) the Secretary of Aging, or the Secretary’s designee; (2) the Secretary of Budget and Management, or the Secretary’s designee; (3) the Secretary of Health, or the Secretary’s designee; (4) the Secretary, or the Secretary’s designee; (5) the Secretary of Human Services, or the Secretary’s designee; (6) the Secretary of Labor, or the Secretary’s designee; (7) the Secretary of Public Safety and Correctional Services, or the Secretary’s designee; (8) the State Superintendent of Schools, or the State Superintendent’s designee; (9) the Secretary of Transportation, or the Secretary’s designee; (10) the Secretary of Veterans Affairs, or the Secretary’s designee; (11) the Secretary of Juvenile Services, or the Secretary’s designee; (12) the Secretary of Disabilities, or the Secretary’s designee; and (13) the following members, appointed by the Governor: (i) one representative of the Governor’s Office for Children; (ii) three representatives of local Continuums of Care; (iii) nine representatives from diverse geographical regions of the State engaged in homeless advocacy with a focus on housing, employment, and access to health care; and (iv) one community representative who has personally experienced homelessness.

(b) The Governor may remove a member for incompetence or misconduct.
