Md. Code Ann., State Fin. & Proc. § 4-206

(a) The following units are in the Department:

(1) the Board of Architectural Review;

(2) the Office of State Procurement; and

(3) any other unit that is in the Department under any other law.

(b) Each unit in the Department shall report to the Secretary.
