(a) On or before the 3rd Wednesday in January of each year, the Secretary of Transportation shall submit to the General Assembly, subject to § 2-1246 of the State Government Article, a report on amendments of appropriations for programs of the Department of Transportation.

(b) (1) A report under this section shall describe each proposed amended appropriation for a program that the Department has submitted or expects to submit during the current fiscal year under § 7-209 of this subtitle.
